§ 70-2. Permit and payment of fees required for use of water or electricity.

It shall be unlawful for any person to tap, cut or in any wise use any line, branch or part of the electrical or water utilities in the city without a written permit issued by the city manager and without the payment of all rates and charges and connection fees required by the city for the use of such utilities, or any one or more of them.
