§ 70-1. Department of water and sewer.

  • (a)

    There is established a department of water and sewer composed of those divisions necessary to handle the pumping, treatment, storage and transmission of potable water and the collection, treatment and disposal of sanitary sewage both within and without the city.

    (b)

    The department shall be operated under the direction of a water and sewer director appointed by and responsible to the city manager, at such salary as may from time to time be authorized by the city council. He shall be responsible for the effective and efficient operations of the systems, work closely with the city engineer on plans for improvements to the systems, supervise minor extensions of the systems, exercise prudent control over required inventories and work closely with the finance officer on all matters relating to the system.
