No person shall engage in, participate in, aid, form or start any parade unless a
parade permit shall have been obtained. Applications for permits may be obtained from
the recreation and parks department. A permit shall be issued pursuant to the criteria
set forth in this article. For parades that also require a permit for temporary street,
alley, sidewalk, parade or procession closure per section 58-5, a fireworks permit per section 38-155, a tent permit (for tents larger than ten-foot by 20-foot) and/or special event vendor
sales license per section 22-357, the application for said permits shall be processed by the city as part of the parade
permit process coordinated through the recreation and parks department.
