§ 34-93. Deposits of waste material causing noxious odors.

The filling, leveling or raising of the surface of any ground or lot in the city with animal or vegetable substance, filth gathered in cleaning yards or streets, or waste material from mills or factories, or the removal of the surface of any ground or lot within the city filled with such offensive matter or substance, in such manner as to cause noisome odors or noxious gases to arise, is hereby declared a nuisance injurious to health and is unlawful.
