§ 110-159. RO, B-1 and B-1A districts.

  • (a)

    Uses in the RO zoning district shall have permitted signage as follows, per parcel:

    (1)

    Signage for a parcel on a local roadway or two lane collector:

    a.

    The following signs are permitted:

    1.

    One ground sign structure for each primary frontage consisting of a maximum of 24 square feet of identification, directory or changeable copy signage; and

    2.

    One wall sign for each primary frontage consisting of a maximum of 18 square feet of identification or directory signage; and

    3.

    If applicable, one ground sign structure consisting of a maximum of 18 square feet per primary frontage (identification, directory or changeable copy) on an internal lot of a subdivision.

    b.

    No projecting, animated, roof or off-site signs are allowed.

    c.

    Planning and zoning commission must approve any internal illumination of signs. In reaching its conclusions, the planning and zoning commission shall consider the location of the sign, the impact of the illumination on the surrounding uses, the design of the sign, the sign base, and the landscaping.

    d.

    Height, setbacks and spacing. Setback and height requirements for ground signs are as follows:

    1.

    Maximum height is seven feet.

    2.

    Minimum setback from side lot lines is twenty-five feet.

    3.

    Minimum setback from the right-of-way is five feet.

    4.

    Minimum distance between signs on the same parcel is 150 feet.

    e.

    All ground signs can be externally illuminated.

    (2)

    Signage for a parcel on a collector roadway with more than two lanes:

    a.

    The following signs are permitted:

    1.

    One ground sign structure for each primary frontage consisting of a maximum of 40 square feet of identification, directory, changeable copy or animated signage. The animated portion of the sign shall be approved by the planning and zoning commission and not exceed 50% of the total square footage of the ground sign. The animated sign permitted shall include levels 1 and 2 per the definition of animated signage in section 110-3; and

    2.

    One wall sign for each primary frontage consisting of a maximum of 32 square feet of identification or directory signage; and

    3.

    If applicable, one ground sign structure consisting of a maximum of 18 square feet per primary frontage (identification, directory or changeable copy) on an internal lot of a subdivision. The animated portion of the sign shall not exceed 50% of the total square footage of the ground sign.

    b.

    No projecting, roof or off-site signs are allowed.

    c.

    Height, setbacks and spacing. Height, setbacks and spacing requirements for ground signs are as follows:

    1.

    Maximum height is eight feet.

    2.

    Minimum setback from side lot lines is twenty-five feet.

    3.

    Minimum setback from the right-of-way is five feet.

    4.

    Minimum distance between signs on the same parcel is 150 feet.

    d.

    All ground signs can be internally or externally illuminated.

    (3)

    Signage on principal or minor arterial roadways:

    a.

    The following signs are permitted:

    1.

    One ground sign structure for each primary frontage consisting of a maximum of 64 square feet of identification, directory, changeable copy or animated signage. The animated portion of the sign shall not exceed 50% of the total square footage of the ground sign; and

    2.

    One wall sign for each primary frontage consisting of a maximum of 64 square feet of identification or directory signage; and

    3.

    If applicable, one ground sign structure consisting of a maximum of 18 square feet per primary frontage (identification, directory or changeable copy) on an internal lot of a subdivision. The animated portion of the sign shall not exceed 50% of the total square footage of the ground sign.

    b.

    No projecting, roof or off-site signs are allowed.

    c.

    The animated signage permitted shall include levels 1, 2 and 3 per the definition of animated signage in section 110-3.

    d.

    Height, setbacks and spacing. Height, setback and spacing requirements for ground signs are as follows:

    1.

    Maximum height is eight feet.

    2.

    Minimum setback from side lot lines is twenty-five feet.

    3.

    Minimum setback from the right-of-way is five feet.

    4.

    Minimum distance between signs on the same lot is 150 feet.

    e.

    All ground signs can be internally or externally illuminated.

    (4)

    The signage in this subsection shall not apply to properties zoned RO in the Ocala Historic District or Tuscawilla Historic District.

    (b)

    B-1 district.

    (1)

    Sign area; permitted signs. The following signs shall be permitted on a parcel in the neighborhood business district (B-1):

    a.

    The maximum total business sign area for the primary street frontage shall be one square foot for each property front foot.

    b.

    The maximum total business sign area shall be permitted for use as follows:

    1.

    Freestanding signs:

    i.

    The maximum sign area for a freestanding sign is 50 square feet.

    ii.

    Freestanding sign structures on the same ownership parcel shall be a minimum of 150 feet apart.

    2.

    Wall signs: The remaining allowable sign square footage not used for freestanding signs may be used for wall or fascia signs.

    (2)

    Height and setbacks. Setback and maximum height for freestanding signs in B-1 zones shall be as follows:

    a.

    Minimum front setback from the right-of-way is five feet.

    b.

    Minimum side setback is 25 feet from side lot lines, or an equivalent distance from side lot lines.

    c.

    Maximum height is 20 feet.

    (3)

    Illumination. External and internal lighting may be allowed with the approval of the building official.

    (4)

    Plan approval. All signs proposed for a development shall be submitted with a site plan to be reviewed by the site plan review committee.

    (c)

    B-1A district.

    (1)

    Permitted signs; sign area. The following signs shall be permitted on a parcel in the neighborhood business district (B-1A): one wall or freestanding sign, not exceeding 32 square feet in area on each street side, to advertise an office or group of offices, plus one nonilluminated wall sign, not exceeding two square feet in area, to identify each office.

    (2)

    Height and setbacks. Setback and maximum height for freestanding signs in B-1A zones shall be as follows:

    a.

    Minimum front setback from the right-of-way is five feet.

    b.

    Minimum side setback is 25 feet from side lot lines, or an equivalent distance from side lot lines.

    c.

    The height of any freestanding sign shall not exceed seven feet.

    (3)

    Prohibited signs. No signs shall be projecting, internally illuminated or animated.

    (4)

    Construction requirements; off-site advertising. All signs not permanently mounted or not conforming to the applicable building code requirements for wind load and anchorage shall be prohibited, and no off-site advertising shall be allowed.

    (5)

    External illumination. Source-concealed external lighting, including type and wattage, may be allowed with the approval of the building official. The building official may consider the possible impact on the district of such lighting with reference to glare and traffic safety effects of the lighting on properties in the district and compatibility and harmony with other properties in the district.

    (6)

    Plan review. All signs proposed for a development shall be submitted with a site plan to the site plan review committee.
