§ 110-157. Governmental use districts.

  • (a)

    Uses in the G-U zoning district, other than as provided in subsections (b) and (c) of this section, shall be permitted signage as follows, per parcel:

    (1)

    Signage for a parcel on a local roadway:

    a.

    The following signs are permitted:

    1.

    One ground sign structure for each primary frontage consisting of a maximum of 32 square feet of identification, directory or changeable copy signage; and

    2.

    One wall sign for each primary frontage consisting of a maximum of 32 square feet of identification or directory signage.

    b.

    No projecting, animated, roof or off-site signs are allowed.

    c.

    Planning and zoning commission must approve any internal illumination of signs. In reaching its conclusions, the planning and zoning commission shall consider the location of the sign, the impact of the illumination on the surrounding uses, the design of the sign and the sign base, and the landscaping.

    d.

    Sponsor signage is allowed as a percentage (not to exceed 20 percent of the total sign face) of the ground sign.

    e.

    Height, setbacks and spacing. Setback and height requirements for ground signs are as follows:

    1.

    Maximum height is eight feet.

    2.

    Minimum setback from side lot lines is 25 feet.

    3.

    Minimum setback from the right-of-way is five feet.

    4.

    Minimum distance between signs on the same parcel is 150 feet.

    f.

    All ground signs can be externally illuminated.

    (2)

    Signage for a parcel on a collector roadway:

    a.

    The following signs are permitted:

    1.

    One ground sign structure for each primary frontage consisting of a maximum of 48 square feet of identification, directory, changeable copy or animated signage. The animated portion of the sign shall not exceed 50 percent of the total square footage of the ground sign; and

    2.

    One wall sign for each primary frontage consisting of a maximum of 48 square feet of identification or directory signage.

    b.

    No projecting, roof or off-site signs are allowed.

    c.

    The animated signage permitted shall include levels 1 and 2 per the definition of animated signage in section 110-3.

    d.

    Planning and zoning commission must approve animation level 3 per the definition of animated signage in section 110-3. In reaching its conclusions, the planning and zoning commission shall consider the location of the sign, the impact of the animation on the surrounding uses, the design of the sign and the sign base, and the landscaping.

    e.

    Sponsor signage is allowed as a percentage (not to exceed 20 percent of the total sign face) of the ground sign.

    f.

    Height, setbacks and spacing. Setback and height requirements for ground signs are as follows:

    1.

    Maximum height is eight feet.

    2.

    Minimum setback from side lot lines is 25 feet.

    3.

    Minimum setback from the right-of-way is five feet.

    4.

    Minimum distance between signs on the same parcel is 150 feet.

    f.

    All ground signs can be internally or externally illuminated.

    (3)

    Signage on principal or minor arterial roadways:

    a.

    The following signs are permitted:

    1.

    One ground sign structure for each primary frontage consisting of a maximum of 100 square feet of identification, directory, changeable copy or animated signage. The animated portion of the sign shall not exceed 50 percent of the total square footage of the ground sign; and

    2.

    One wall sign for each primary frontage consisting of a maximum of 64 square feet of identification or directory signage.

    b.

    No projecting, roof or off-site signs are allowed.

    c.

    The animated signage permitted shall include levels 1, 2 and 3 per the definition of animated signage in section 110-3.

    d.

    Sponsor signage is allowed as a percentage (not to exceed 25 percent of the total sign face) of the ground sign.

    e.

    Height, setbacks and spacing. Setback and height requirements for ground signs are as follows:

    1.

    Maximum height is 20 feet.

    2.

    Minimum setback from side lot lines is 25 feet.

    3.

    Minimum setback from the right-of-way is five feet.

    4.

    Minimum distance between signs on the same parcel is 150 feet.

    f.

    All ground signs can be internally or externally illuminated.

    (b)

    Parks. City-owned mini-parks and neighborhood parks, as defined in the comprehensive plan, shall be permitted signage as follows:

    (1)

    Permitted signs. One freestanding sign structure is permitted per park, consisting of identification or directory signage. The building, zoning and licensing director shall decide the location of the sign. The maximum sign area shall be 12 square feet.

    (2)

    Sponsor signage. Sponsor signage is allowed as a percentage of a mini-park or neighborhood park freestanding sign. The sponsor signage shall not exceed 15 percent of the total sign face.

    (3)

    Height and setbacks. Setback and height requirements for freestanding signs are as follows:

    a.

    Maximum height is six feet.

    b.

    Minimum setback from side lot lines is ten feet.

    c.

    Minimum setback from the right-of-way is five feet.

    (4)

    Prohibited signs. No projecting signs, roof signs or illuminated signs are allowed.

    (c)

    Airport. Signage at city-owned airport property in the G-U zoning district shall be governed by requirements as set forth in the airport master plan.
