§ 98-78. Streets.

  • (a)

    Streets shall be provided on the site where necessary to furnish principal trafficways for convenient access to the mobile home stands and other important facilities on the property. All streets shall have normal crown with Miami type or standard curb and gutter. No ditches parallel to the roadway will be permitted. Sidewalks may be required where deemed appropriate for pedestrian safety.

    (b)

    The street system shall be designed to recognize existing easements, utility lines, etc., which are to be preserved, and to permit connection to existing facilities where necessary for the proper functioning of the drainage and utility systems.

    (c)

    The street system shall provide convenient circulation by means of minor streets and properly located collector streets. Closed ends of dead-end streets shall be provided either with an adequate paved vehicular turning circle at least 80 feet in diameter, or with another adequate turning facility.

    (d)

    Pavements shall be of adequate width to accommodate the contemplated parking and traffic load in accordance with the type of street. The following provisions shall apply:

    (1)

    All entrance streets and other streets with guest parking on both sides shall be at least 36 feet.

    (2)

    Streets with no parking shall be at least 20 feet.

    (3)

    Streets with parking on one side shall be at least 28 feet.

    (4)

    One-way streets with no parking (acceptable only if less than 500 feet in total length and having less than 25 mobile home stands) shall be at least 12 feet minimum.

    (e)

    Streets shall be adapted to the topography and shall have suitable alignment and gradient for traffic safety, satisfactory surface water and groundwater drainage, and proper functioning of sanitary and storm sewer systems.

    (f)

    Street intersections shall generally be at right angles. Offsets at intersections shall not be less than 100 feet, and intersections of more than two streets at one point shall be avoided.

    (g)

    The street improvements shall extend continuously from the existing improved street system to the site. They shall provide suitable access to the mobile home stand and other important facilities on the property, adequate connections to existing or future streets at the boundaries of the property, and convenient circulation for vehicles.

    (h)

    Streets shall be graded for their full width to provide suitable finish grades for pavements and any sidewalks, with adequate surface drainage and convenient access to the mobile home stands and other important facilities on the property.

    (i)

    The subgrade shall be stabilized to an LBR of 20, shall be six inches thick, and shall be well drained, uniformly graded, and compacted.

    (j)

    The following provisions shall apply to flexible pavement:

    (1)

    Pavement base shall be compacted to a minimum of six inches thick and shall have a density of 98.0 percent of maximum density as required by AASHTO T-180.

    (2)

    The wearing surface shall be of bituminous concrete a minimum of 1½ inches thick compacted to a density of 95 percent of maximum density as required by AASHTO T-180.

    (k)

    Streets shall be laid during favorable weather conditions; the subgrade and base shall be frost free.
