§ 74-61. Permit requirement.

(a)

No company shall establish, maintain or operate, or cause or permit to be established, maintained or operated, any taxicab, horse-drawn carriage or pedicab stand, or vehicle for hire business or service, within the city unless there shall have previously been granted to the owner of such company a franchise under the provisions of this article.

(b)

No person shall use, drive or operate or permit any person to use, drive or operate any vehicle for hire within the city unless the vehicle for hire shall be operated from a company for which a franchise for the operation of the company, business or service has been issued or granted by the city.

(c)

Each franchise granter hereunder shall expire five years from the effective date of the franchise. The holder of an expired franchise must submit a new application and pay the fee pursuant to the provisions of this article.
