§ 70-31. Utility established.

The sanitary sewer system owned, operated and maintained by the city, together with all extensions thereof and replacements thereto, is established and declared to be a public utility for the use and benefit of the city, in the maintenance of public health and general sanitary conditions throughout the city, and shall be known as the sanitary sewer system of the city.
