§ 58-72. Long range construction program.

  • Once each fiscal year, the city engineer, with the advice of the director of public works, shall prepare and present to the city manager, for review and presentation to the city council for approval, an annual street construction and maintenance program, which includes sidewalks, for the ensuing five-year period. The program shall include the projected costs for the individual projects and for related annual costs in connection with the construction and maintenance of the city street and sidewalk system. Funds will be budgeted for those approved projects and costs projected for the ensuing fiscal year. Selection of projects to be included in the annual five-year program shall be based on priorities assigned to the following classifications of streets and developed from existing and projected traffic volumes, existing street and sidewalk conditions, value of the total street network, apparent need, and the desires of the affected property owners:

    (1)

    Major and minor arterials.

    (2)

    Collectors.

    (3)

    Minor streets.

    The determination of whether a street is a major or minor arterial, a collector or a minor street shall be determined pursuant to the definitions of such terms set forth in section 114-3.
