§ 18-32. Powers, duties, involvement.

  • (a)

    The airport advisory board is created to assist the city council with all issues affecting the Ocala International Airport. The board shall make recommendations on any and all matters referred to it by the city council regarding the operation and management of the airport.

    (b)

    The board shall have the power and duty to recommend to the City Council action necessary for the planning, establishment, development, construction, enlargement, improvement, maintenance, operation, regulation, protection and policing of the Ocala International Airport. The board may also make recommendations to the city council regarding: (a) airport master plan and updates; (b) contracts and other instruments; (c) leases, licenses, easements and other instruments for use of airport property including minimum standards applications and aviation and non aviation ground leases; (d) planning of capital projects; (e) safety and security policy; (f) commercial tenant performance as well as stakeholder or operator complaints; and (g) general upkeep and facility appearance.

    (c)

    The board shall promote awareness, utilization, and development of the airport pursuant to and consistent with, the city council's goals, objectives and master plan.

    (d)

    The board shall make recommendations on grant opportunities and related agreements by the FAA, FDOT, or other granting agencies.

    (e)

    The board shall recommend to the city council the appointment of a qualified airport consultant, when such need arises, to assist in the planning for the development and operation of the Ocala International Airport.

    (f)

    The board shall set short and long range goals and objectives for themselves in aid of the airport and periodically report to the city council as to their status.

    (g)

    The board collectively and as individual members shall advocate for progressive, controlled development of airport property and business for the purposes of increasing utilization of the facilities and to insure the financial stability of the airport. As it relates to physical development or renovation of airport properties and facilities the board shall specifically assist by providing the following services:

    (1)

    Evaluate all site and building designs, based upon individual site and tenant requirements, on adherence to aesthetic and performance quality standards defined in these standards and compatibility with the adjoining sites and common spaces.

    (2)

    Interpret standards. If conflicts arise in meeting these standards, the Airport Advisory Board will review and evaluate the conditions, and make recommendations to the developer and/or city to resolve the conflicts.

    (3)

    Coordinate compatibility of all designs to maintain a unified character of common spaces such as storm water management, landscape areas and development cores.

    (4)

    Make recommendations to update design standards as may be necessary in the future.

    (h)

    The board shall be made aware and discuss in the normal course of board activity (a) budget status and routine financial reports; (b) operational activity and fuel sales; (c) construction updates to include change orders and grant reimbursements; and (d) federal and state inspection activity, concerns, and reports.
